Elizabeth Clarke
President & Business on the Bay
Elizabeth Clarke is Owner and President of Structure Groups, a civil engineering firm specializing in construction inspection and materials testing services for public and private projects. She was recently spotlighted in both Fortune and Entrepreneur Magazine showcasing her firm and vision for their Extraordinary Women’s issues. Previous to her current position, she was involved in local government covering positions in law enforcement and public works. A resident of Discovery Bay since 1995, she resides with her husband, Mike, overlooking the golf course. Elizabeth is a mother to two grown sons and grandmother to three grandchildren.
Active in the community, Elizabeth is a member of the Yacht Club and participates in various local activities. Currently holding the position of President with the Byron Delta Lions Club, where she contributes to numerous service and charity projects, including vision screenings for Byron, Brentwood, and Discovery Bay School Districts. She is also on the board of directors for both the Geoprofessional Business Association as well as the California Council of Testing & Inspection Agencies.
As a small business owner, Elizabeth is thrilled to bring her expertise to the Chamber Board, where she can support and share knowledge with fellow entrepreneurs. She will continue to lead the efforts chairing the Business on the Bay forum, organizing monthly networking and learning programs for the benefit of the local business community. She intends to use her skillset of bringing community and business leaders together to forge a better communication between all.
Tony George, a resident of Discovery Bay since 1997, is deeply rooted in our community. He married Carolyn on 11/11/2011, who was honored as Discovery Bay Citizen of the Year in 2021. They share a family of five children, all graduates of Liberty High, and are blessed with six grandchildren.
As the owner/operator of Discovery Bay Tech Solutions, a local tech firm, Tony extends his expertise to assist residents with their technology, audio-visual, and electronic needs. Since 2018, he has served as the Executive Director of Kaleidoscope Cancer Connection (Discovery Bay Non-Profit of the Year 2021), where he passionately fosters supportive relationships for those facing cancer or other life-threatening challenges.
Additionally, Tony generously volunteers as the Technology Director at the Discovery Bay Yacht Club, ensuring the smooth operation of critical systems to support the membership.
In recognition of his outstanding contributions, Tony was honored as Discovery Bay Citizen of the Year in 2023. With over 30 years of experience in the high-tech industry, including roles at notable firms like 3Com, Broadcom, and Cisco, Tony’s leadership has played a pivotal role in pioneering technologies such as ethernet, Wi-Fi, and Video on Demand, shaping the world as we know it today.

Julie Healy is a dynamic entrepreneur, donning numerous hats as the owner of Clear Cents Bookkeeping. Her expertise goes beyond mere number-crunching; she helps clients navigate the financial landscape, improving cash flow, enhancing profitability, and offering invaluable client advisory services.
For the past 15 years, Julie, alongside her three children, has found deep roots in Discovery Bay. Her passion for community involvement shines through her extensive contributions and is deeply dedicated to her children’s education, as she is deeply engaged in various school activities within the District. Notably, she took the initiative to establish and manage the DB Running Club, fostering a love for fitness and camaraderie among students.
With a heart firmly rooted in Discovery Bay’s unique delta lifestyle, Julie’s dedication to her community knows no bounds. Julie has been serving on the Board for several years, and also serves as Treasurer, which reflects on her commitment to local businesses and residents. Armed with boundless enthusiasm and unwavering dedication, Julie looks forward to collaborating with stakeholders, forging connections, and making a lasting, positive impact within the community.
Cindy Patterson, Owner of All in One Limousine Services. She and her husband Bob moved to Discovery Bay in 1997 and started their business in 2008.
Cindy has worked in Corporate America for over 30 yrs. Served on the DBYC Board for 3 yrs. She is very active in the Community and has volunteered for many different groups. She devotes a lot of time to the Chamber, including the Mastermind Group.

Judy Bittner had been a resident of Discovery Bay for 14 years, moving here with her family in 2010.
Born and raised in Contra Costa County, Judy embarked on her real estate journey in 1972, obtaining her license the following year with the budding company, CENTURY 21 Real Estate. Over the course of 35 years with CENTURY 21, she has held diverse roles including Agent, Manager, and Relocation Director. She played a pivotal role in the development of CENTURY 21’s relocation training and initiated the CENTURY 21 VIP Society of Relocation Directors, expanding its reach from our region to a nationwide program. Following the closure of the Regional Office, she seamlessly transitioned back to being an Agent/Relocation Director, consistently achieving award-winning sales. Now, proudly associated with WEICHERT Realtors for the past 13 years, she has continued to excel as both a sales agent and co-author of their Relocation Training program.
Beyond her professional endeavors, Judy is a devoted single mother of two adult children, and is blessed with four grandchildren and three great-grandchildren. She is an avid Oakland A’s and Raiders fan, and has a passion for classic cars, local history, and country dancing. Actively engaged in various civic and local organizations, she finds fulfillment in contributing to her community in meaningful ways.
Greetings! I’m Barbara Bowman-Elliott, and I made Discovery Bay my home in 2011, following 18 wonderful years in Pleasanton where I raised two children. In 2015, I was fortunate to marry my life partner, and soon after, we discovered a shared passion for Pickleball. Currently, I proudly serve as the Social and Promotion Director on the board for Discovery Bay Recreation & Sports, Inc., a 501c3 organization. On a personal note, I’m thrilled to boast about being a grandma to nine amazing kids, aged 6 to 23!
After dedicating 26 fulfilling years to the Alameda County Sheriff’s Office, I embraced retirement in 2018. Now, I find joy in sharing life-changing skincare solutions as a Consultant for Rodan+Fields, one of the premier skincare brands in North America.

Susie Garcia and her husband, Dave, are the proud owners of Napa Outdoor Living, an E-commerce company specializing in outdoor furniture, BBQ grills, fire pits, and more! Recently, they expanded with a satellite showroom office in the Marina, gearing up for the upcoming summer season. Additionally, they operate DPG Outdoor Design Solutions, a Landscape Design + Build company.
Susie’s background in the health and wellness industry shines through her work, and she’s a #1 International Best Selling Author, contributing to the book “Start Right Marketing.” She’s deeply involved in networking, serving as a member of the BNI chapter, Referral Magic, in Livermore. Susie also holds a Director Consultant role in BNI, supporting executive directors in managing chapters. Furthermore, she sits on the Board of Directors for NARI (National Association of the Remodeling Industry).
Residing in Discovery Bay for 9 years, Susie and Dave cherish life on the water, often seen cruising on their pontoon. Susie is thrilled to serve on the Chamber’s Board this year, eagerly anticipating the exciting community events ahead!
